Public Administrator and Public Guardian Data
Public Administrator (PA) steps in to administer an estate when someone passes away without a will in place, and there is no person or other higher authority available to administer. The Public Administrator also coordinates Ventura County’s Representative Payee Program. This is a voluntary program that provides bill-paying support to clients of Ventura County Behavioral Health who receive benefits from Social Security. The Public Administrator manages the client’s income and expenses with oversight from Behavioral Health case management staff.
Public Guardian (PG) acts as a legal conservator for elderly people, developmentally disabled people, or gravely disabled people when necessary. Public Guardian takes responsibility for personal and financial needs to ensure the safety and well being of the client.

Public Administrator Cases
Public Administrator cases remain active from the time that a referral is received until the time that either next of kin or other representatives have been identified, or until all matters of the estate have been resolved.
Probate Cases
In a Probate case, the court appoints a responsible individual to care for an adult who is unable to manage their own finances.
Lantermen-Petris Short (LPS) Cases
An LPS case occurs when an adult is considered gravely disabled due to mental illness. LPS cases are designed to be short-term conservatorships and are primarily enacted when there is reason to believe that an individual is a danger to themselves or others.
