HSA Strategic Plan

HSA uses a collaborative approach to strategic planning that is reflective of the community and in alignment with the overarching Countywide Strategic Plan.. 

  • Survey input from HSA staff, clients, community partners, stakeholders and the public on the agency’s current mission and values statements. 
  • Visioning exercises with HSA Managers to imagine what Agency success would look like in 10 years and to consider external forces outside of our control that may positively or negatively affect our ability to meet our goals. 
  • All staff were also invited to share input into the refreshed mission, vision, and values statements at Town Hall meetings. 
  • Diversity Equity and Inclusion Advocates compiled all staff feedback and provided recommendations to the Leadership Team for review and refinement. 
  • The results are our new Mission, Vision and Values statements. HSA Leadership Team engaged staff at all levels of the organization to participate in the initiative development process to ensure a balanced approach across all quadrants in the balanced scorecard (see below).

 

HSA’s strategic plan supports the recently approved 2024-2027 County Strategic Plan that defines how HSA will help advance Countywide goals within our environment in the coming years. The County of Ventura 2024-2027 Strategic Plan highlights five key areas of focus:

  • Healthy, Safe, and Resilient Communities
  • Fiscal Responsibility and Economic Vitality
  • Reliable Infrastructure and Sustainability
  • Address Homelessness and Lift Up the Most Vulnerable
  • Diverse and Innovative Workforce Dedicated to Service Excellence

In addition, HSA’s strategic plan supports the recently adopted 2024-2027 County Disability Access Plan that outlines the approach to fostering a more inclusive and accessible community. The Disability Access Strategic Plan identifies four key areas of focus:

  • Accessible, Mobile, and Reliable Foundation
  • Environment Focused on Disability Community Incorporation
  • Employment Strategies Supporting Model Employer Excellence and Economic Vitality
  • Youth Leadership and Independence Stimulus
