Permanent Local Housing Allocation

In 2017, Senate Bill 2 (the Building Homes and Jobs Act) created the Permanent Location Housing Allocation (PLHA) program. The primary goal of the PLHA program is to create a permanent source of funding available to eligible local governments in California for housing-related projects and programs that assist in addressing the unmet housing needs of their local communities.
The County will be managing PLHA funds on behalf of the unincorporated areas of the county and the cities of Fillmore, Moorpark, Ojai, Port Hueneme, Santa Paula and Thousand Oaks.
The County’s Permanent Local Housing Allocation Plan was approved by the Board of Supervisors on June 16, 2020. Funding will become available annually for affordable housing development on a competitive basis commencing in November of 2020.
