Community Development Block Grant – Disaster Recovery (CDBG-DR)
Thomas Fire CDBG-DR Multifamily Housing Program (MHP)
On August 14, 2018, HUD allocated $124 million in Community Development Block Grant-Disaster Recovery (CDBG-DR) funds to support the State of California’s unmet recovery needs related to the FEMA Major Disaster Declarations DR-4344 in October 2017 and DR-4353 in December 2017 (Thomas Fire). In response, the State of California Department of Housing and Community Development (HCD) has allocated $2,756,047 under the CDBG-DR MHP program to the County of Ventura to support the development of new, affordable rental housing to replace housing lost in the fire.
As required by HCD, the County has published the following Notice of Funding Availability for CDBG-DR MHP funds. A virtual meeting will be held on November 5th, 2020 with additional information about this funding opportunity. Click here for additional information on the meeting.
All Applicants intending to submit an application to be considered during the first, competitive phase of funding must submit a Letter of Intent to apply to firstname.lastname@example.org no later than 4:00 p.m. on November 20, 2020. The following information must be provided in the Letter of Intent:
- Project name;
- Primary contact person(s) for application;
- Brief description of the project;
- Type of funds requested (CDBG-DR MHP, HOME, PLHA)
- Total project/program cost.
Upon receipt of an acceptable Letter of Intent, Applicants will be given access to the full project application, which will be due no later than 4:00 p.m. on January 15, 2021.
It is anticipated that all funds will be preliminarily allocated to projects during the initial, competitive funding cycle; however if CDBG-DR MHP funds are expected to be remaining after the initial competitive funding cycle closes, this website will be updated and Applicants will be invited to submit a Letter of Intent meeting the requirements above. Applications received between January 15, 2021 at 4:01 p.m. and February 28, 2021 will be evaluated and ranked against all other applications received during this period and funded in decreasing order of point score. If funds are still remaining, this process will continue on a monthly basis, with each monthly cycle closing at 4:00 p.m. on the last day of each month, until all funds are allocated or until December 31, 2021, whichever comes first.
Disaster Recovery – Los Angeles County and Ventura County Residents Impacted by August 2018 Woolsey Wildfire
The State of California Department of Housing and Community Development (HCD) is the grantee of $1,017,399,000 of CDBG-DR funds, allocated by the U.S. Department of Housing and Urban Development (HUD) as a result of federally-declared disasters that occurred in 2018. The State must prepare an Action Plan on how and where to use these funds in the impacted areas for submittal to HUD. At these webinars, HCD will discuss the possible types of recovery programs, program eligibility, and the funding timeline.
