Elected by the safety members in 1998, Trustee Towner earned a BS degree from Cal Poly SLO and a MBA from the University of Southern California (USC). Mr. Towner is a graduate of the 2010 Fundamentals of Money Management of the Executive Leadership Program at the University of Pennsylvania, Wharton School of Business, and the 1999 Basic Principles of Pension Management sponsored by the California Association of Public Retirement Systems (CALAPRS) at the Stanford School of Law.


Judge Steven Hintz, Treasurer, Ex-officio Trustee

The Ventura County Treasurer-Tax Collector, and an Ex-officio Member of the Board, from 2011, Judge Hintz previously served as a Superior Court Judge from 1998 to 2009, a Municipal Court Judge from 1982 to 1998, a Ventura County Deputy District Attorney from 1975 to 1982, and a Lieutenant of the Judge Advocate General’s Corps of the United States Naval Reserve (USNR) from 1971 to 1975.

Judge Hintz earned a JD from the Boalt Hall School of Law from UC Berkeley in 1971 and a BS degree from San Diego State in 1968 majoring in Business Management and Political Science. Judge Hintz is a member of the California State Bar, is a Certified Public Funds Investment Manager, and is a member of the Board of Directors of the California State Railroad Museum Foundation.

Robert Bianchi, Appointed Trustee

Appointed by the Board of Supervisors in May 2016, Trustee Bianchi has significant experience in finance and real estate including residential and commercial financial reviews, reviews of low income tax credit trust and note documents, and as founder of the London Funding Corporation. He holds both a Bachelor and a Master of Science in Aerospace Engineering from the University of Southern California and is a member of the California Association of Mortgage Brokers, and an advisory board member of Oxnard College Entrepreneur Program and a past Rotarian of the Year.

I have been employed as a Deputy District Attorney since January of 1990. I came up through the ranks of the office as a trial attorney in the misdemeanor, domestic violence, narcotics, sexual assault, and homicides units. Working with victims I became sensitive to the needs of people who were at their most vulnerable. In 1994, I joined the fight to create the Criminal Justice Attorney's Association, organizing the DA's and PD's into a bargaining unit. I have been the president of CJAAVC for over 15 years. I have participated in the union battles waged against government employees, such as pension reform and constructive receipt. I want to dedicate the final years of my service to using my skills and knowledge to improve and protect the rights of all of Ventura County employees and retirees.


Craig Winter, General Member Trustee

Trustee Winter was elected by the County's general members effective January 1, 2015. He earned a Doctor of Pharmacy degree at the University of Southern California and has been a Clinical Pharmacist at Ventura County Medical Center (VCMC) since 2009.

Trustee Winter is on the SEIU Local 721 Contract Negotiating Committee; is on the County of Ventura Labor/Management Healthcare Committee and is certified with the Board of Pharmaceutical Specialties, Commission for Certification in Generic Pharmacy, American Society of Health-System Pharmacists, and the American College of Clinical Pharmacy. He often serves as an instructor for pharmacy students, pharmacists, physicians and nurses as a pain-specialist trainee and is on the VCMC Pharmacy Task Force.


Arthur (Art) Goulet, Retiree Trustee

Art has been the Retiree Trustee since 2005. He served as the Director of the Public Works Agency for 22 1/2 years before retiring. Prior to employment by the County, he worked as a private consultant to government, two cities, and for the State. He is a Past President of the Retired Employees Association of Ventura County (REAVC), after having served 10 years as President. While a trustee, Art has received extensive training in pension management, fiduciary responibility, and investing. He also serves as the Legislative Chair for the California Retired County Employees Association (CRCEA) and has been a member of the State Association of County Retirement Systems (SACRS) Legislative and Audit Committees for 12 and 5 years, respectively.

Trustee Goulet has Bachelor of Civil Engineering and Master of Public Administration Degrees. While County Director of Public Works, he progressed through the offices of the County Engineers Association of California (CEAC), culminating as President. He was also named County Engineer of the Year during his career, and twice received the Circle of Service Award from the California State Association of Counties.

Will Hoag, Retiree Alternate Trustee

A Retiree Trustee since 2005, Trustee Hoag served as a Personnel Analyst for 31 years in the County Executive Office’s Human Resource Division before retiring.

Trustee Hoag earned a BA in Psychology at San Fernando Valley State College, now called California State University Northridge (CSUN) and a MPA in Public Administration from the University of Southern California (USC). Mr. Hoag graduated from the Basic Principles of Pension Management sponsored by the California Association of Public Retirement Systems (CALAPRS) at the Stanford School of Law and regularly attends State Association of County Retirement System (SACRS), Investment Manager Client, Investment Consultant, and Fiduciary Counsel conferences each year. Mr. Hoag is the Secretary for the Retired Employees Association of Ventura County (REAVC) and a committee chair for the California Retired County Employees Association (CRCEA).
