Sue Horgan was appointed Assistant Treasurer-Tax Collector in March, 2017. She has an extensive public service and finance background, bringing 35 years of experience to the position.

Ms. Horgan has enjoyed a distinguished 21-year career in banking, specializing in management, credit, lending and wealth management. She began her career with Union Bank and, due to a merger, also spent the last six years with Union Bank, most recently as a Vice President and Private Banker. In that role, Sue worked with a team of specialists in wealth planning, investments, risk management, trust and estate services and traditional banking. While with the bank, she earned her Series 6 and 63 securities licenses.

In addition to banking, she served 13 years on the Ojai City Council and served two terms as Mayor of the City of Ojai. She advocated for the establishment of the City’s Audit and Finance Committee and was an active member of that committee during her entire tenure on the Council. She was instrumental in developing the City’s Reserve Policy and strengthening its Investment Policy.

Sue has been very involved with her local community. She has served on various boards and commissions throughout Ventura County including the Ojai Valley Community Hospital Foundation, Ventura Regional Sanitation District, Economic Development Collaborative of Ventura County, Ventura County Library Commission, Ojai Basin Groundwater Management Agency, Ventura Council of Governments, Villanova Preparatory School and Ojai Center for the Arts.

Ms. Horgan earned a Bachelor of Science degree in Business Administration – Finance from the University of Colorado, Boulder, and is a graduate of the prestigious Union Bank Management, Credit and Lending Training Program. She also holds the Certified Public Funds Investment Manager accreditation.

Sue is honored to bring her public service and banking backgrounds together to serve the people of Ventura County as their Assistant Treasurer-Tax Collector. Together with Treasurer-Tax Collector, Judge Steven Hintz, she will continue to ensure that Ventura County’s taxes are collected, banked and invested with the highest integrity.
