The County of Ventura is currently engaged in a process to improve the County's discretionary permitting process. Feedback from interested stakeholders is encouraged during this process. To facilitate this, regular public workshops are scheduled to elicit input and share progress on proposed changes to the permitting process.

County’s One Stop Permitting Website

On March 2011, Ventura County released a new One-Stop Permitting website. The One-Stop Permitting website provides step-by-step guidance and information to individuals seeking land use permits for residential, commercial, and industrial development projects or subdivisions within unincorporated Ventura County.

A press release was distributed to various media outlets throughout Ventura County to inform the public about the launch of the One Stop Permitting website.

Free Public Training Workshops

Ventura County is offering free public training and informational workshops on submittal and processing requirements in various technical subject areas related to discretionary land use permit applications. The public training workshops will be conducted by County staff from different departments with expertise in various areas of the discretionary land use permit review process. Public Hearings

March 8, 2011 – Board of Supervisors hearing to review a status report on the discretionary land use permitting process improvement program and related metrics/performance measures.  In addition, staff will provide a brief demonstration of the new One-Stop Permitting website.  The hearing will begin at 10:00 AM in the Board of Supervisors Hearing Room at the Hall of Administration located at 800 South Victoria Avenue, Ventura, CA 93009.

July 13, 2010 - Board of Supervisors hearing on the proposed revisions to the Administrative Supplement to the State CEQA Guidelines. Public Workshops

April 18, 2010 - Permit Process Stakeholders Meeting. We will review items already implemented and discuss upcoming projects. This meeting will be held at the Ventura County Fire Department located at 165 Durley Avenue, Camarillo. Meeting begins at 5:30 pm in Meeting Room A.

December 7, 2009 - Presentation of the proposed revisions to the Initial Study Assessment Guidelines. This meeting will be held at the Hall of Administration located at 800 South Victoria Avenue, Ventura, CA 93009. Meeting begins at 3:00 PM in the Multi-Purpose Room.

History

September 16, 2008 Board of Supervisors hearing.  The Board received the second interim status report from the Interdepartmental Oversight Committee.  The Board discussed recommendations contained in the Tom Berg Report, approved the proposed Get To Excellence Plan, and approved a new Discretionary Permit Coordinator position in the Planning Division.  This report and the corresponding Board Letter can be viewed on the Clerk of the Board’s website by accessing the September 16, 2008 agenda.

July 1, 2008 Board of Supervisors hearing.  The Board of Supervisors received the initial interim status report from the Interdepartmental Oversight Committee.  This report addressed the feasibility, cost and potential alternatives to recommendations contained in the Discretionary Land Use Regulatory System Study authored by Tom Berg.  This report and the corresponding Board Letter can be viewed on the Clerk of the Board’s website by accessing the July 1, 2008 agenda.

June 23-26, 2008 Value Stream Analysis.  A core group of key County staff from every department involved in the discretionary permitting process met to map out the permitting process, identify inefficiencies, and develop 23 recommended improvements.  These improvements were summarized in the Get To Excellence Plan.

April 8, 2008 Board of Supervisors hearing.  The Board of Supervisors received a report from Tom Berg that detailed the results of his Discretionary Land Use Regulatory System Study and provided recommendations for improvements to the County’s discretionary permitting process.  Tom Berg’s report can be viewed with the Board agenda packet for April 8, 2008 on the Clerk of the Board’s website by accessing the April 8, 2008 agenda.
