Ventura County General Plan

The General Plan, which is mandated by State law, sets forth the goals, policies, and programs the County will implement to manage future growth and land uses. The General Plan, adopted by the Board of Supervisors, embodies the vision for the future of unincorporated Ventura County. General Plan Annual Report

State law requires the County of Ventura to annually report the status of the General Plan as well as its progress in fulfilling its share of regional housing needs.  Click on the link to view the most recent Annual Report submitted to the California State Department of Housing & Community Development.

General Plan Updates

The Planning Division is responsible for periodically updating the County General Plan to maintain consistency with State law and carry out the directives of the Board of Supervisors.  Pending General Plan Amendment programs currently being processed or recently completed by the Planning Division are listed on this page.

Area Plans

Area Plans provide long range plans that comply with County policies and are the basis for future land use development in a specifically defined area.  This page lists all of the Area Plans in unincorporated Ventura County.  Each Area Plan contains detailed goals, policies and programs that may differ by location.

General Plan Amendments

The Planning Division is responsible for the processing of amendments to the Ventura County General Plan and specific plans. All applications for General Plan amendments are subject to the approval of the Board of Supervisors, require an analysis by the Planning Division and various County Departments and Agencies, and entail public hearings before the Planning Commission and the Board of Supervisors.
