Permits Processing

The primary intent of Building regulation is to provide reasonable controls for the construction, use and occupancy of buildings and all of their various components.  Thus such codes are minimum in nature, and under the provisions of the POLICE POWER cannot legally be made to require construction of a quality excessive of that which is necessary to furnish a reasonable degree of safety.  For details, see our permit processing guide.

2. The California Electrical Code, 2001 Edition.
3. The California Mechanical Code, 2001 Edition.
4. The California Plumbing Code, 2001 Edition.
5. The California Conservation Code, 2001 Edition.
6. The Uniform Housing Code, 1997 Edition.
7. The Uniform Code for the Abatement of Dangerous Buildings,     1997 Edition.
8. The Ventura County Amendments contained in this ordinance      to the above referenced codes.
When a Building Permit is Required

Except as specified under "Work Exempt from Permit," no person, firm or corporation shall erect, construct, enlarge, alter, repair, move, improve, remove, convert, demolish, equip, use, occupy or maintain any building or structure, building service equipment, machine, equipment, or cause the same to be done, without first obtaining the necessary permit for each such building or structure from the Building Official.  The terms "erect, construct, enlarge, alter, repair," etc., as used above shall be deemed to include any and all electrical, plumbing, mechanical, grading or other work regulated by this Code.

Work Exempt from Permit.  A building permit shall not be required for the following:

1. One-story detached accessory buildings used as tool and storage sheds, playhouses and similar uses, provided the projected floor area does not exceed 120 square feet.

2. Fences not over 6 feet high.

3. Oil derricks.

4. Movable cases, counters and partitions not over 5 feet 9 inches high.

5. Retaining walls which are not over 4 feet in height measured from the bottom of the footing to the top of the wall, unless supporting a surcharge or impounding Class I, II or III-A liquids.

6. Water tanks supported directly upon grade if the capacity does not exceed 5,000 gallons and the ratio of height to diameter or width does not exceed 2 to 1.

7. Platforms, walks and driveways not more than 30 inches above grade and not over any basement or story below.

8. Painting, papering and similar finish work.

9. Temporary motion picture, television and theater stage sets and scenery.

10. Window awnings supported by an exterior wall of Group R, Division 3, and Group U Occupancies when projecting not more than 54 inches.

11. Prefabricated swimming pools accessory to a Group R, Division 3 Occupancy in which the pool walls are entirely above the adjacent grade and if the capacity does not exceed 5,000 gallons.

12. (For SFM) State-owned buildings under the jurisdiction of the state fire marshal.

13. Freestanding signs not more than 10 feet in height and not more than 72 square feet in area and wall signs not more than 200 square feet in area.

14. Single pole television and radio antennas and dish antennas not more than 3 feet in diameter with an approved zone clearance.

15. Electrolier standards, flag poles and antennas not over 35 feet in height when in compliance with the County Zoning Ordinance.

Unless otherwise exempted, separate plumbing, electrical and mechanical permits will be required for the above-exempted items.  Exemption from the permit requirements of this code shall not be deemed to grant authorization for any work to be done in any manner in violation of the provisions of this code or any other laws or ordinances of this jurisdiction.

Fees

Building Division income is derived from permit, plancheck and other service fees.  The fees are based on an intent to completely offset the operating costs of the Division without making any profit.  For details, see our fee schedule.

Permit by Fax

Permit by fax service is available on minor projects, such as replacing water heaters, replacement of electric services, etc.  For details, see permit by fax program.

 

 

 

 

 

 

 

Permits by Internet

The Division of Building and Safety handles items related to building permit records, the processing and issuing of permits, and inspections of construction activity. Using VelocityHall™ - Permit Manager, anyone may research permit records. When registered, licensed contractors can review or request inspections, or apply for certain types of permits.

You will need to contact the Division of Building and Safety at (805) 654-2771 -Ventura Office or (805) 582-8064 -Simi Valley Office to register before using VelocityHall™ permit and inspection features.
You will be required to complete and sign an Internet Permitting form and will be assigned a "PIN" number. Click here for a PIN number form that can be downloaded and printed.

Please note that this Division cannot schedule inspections for particular times of the day. You may request AM or PM inspections but they cannot be guaranteed.
Inspection requests must be made prior to midnight for the next day.
