Mission
Statement
The
mission of this Division is to protect the citizens
in the unincorporated areas of Ventura County by
enforcing minimum standards to safeguard life or
limb, health, property, and public welfare by regulating
and controlling the design, construction, quality
of materials, use and occupancy, location, and maintenance
of all buildings and structures within this jurisdiction. This
is accomplished through enforcement of Building,
Plumbing, Mechanical, Electrical codes, Ventura
County and State-mandated regulations.
Function of Building and Safety
The
function of Building and Safety is to protect
the public against hazards associated with the
construction, use, and occupancy of buildings
and structures. It
reviews engineering plans; verifies engineering calculations;
issues building permits; inspects structures to
enforce State and local building codes regulating
design and construction of buildings, electrical
wiring, plumbing, and mechanical systems; mitigates
conditions of substandard housing and dangerous
buildings; and processes complaint, violation,
and enforcement cases. Under State mandate, the
Division enforces Handicapped Accessibility Standards
and Energy Conservation Standards in compliance
with Title 24 of the California Code of Regulations
(CCR); Seismic Hazard Mitigation programs in compliance
with Seismic Safety Commission standards; and all
other pertinent requirements of Title 24 and Title
25 of the CCR.
