In-Home Supportive Services (IHSS) consumers need quality care so that they can remain safe and comfortable in their homes.  Some IHSS consumers choose a relative or friend to care for them, but others need help finding a quality care provider.  IHSS Public Authority provides registration and training services to all IHSS Providers whether they are non-relatives, relatives, friends, or newly matched with an IHSS consumer.

  IHSS Public Authority also provides recruitment, screening, and referral services to IHSS Providers who want to be matched with an IHSS consumer. All services are provided at no cost to the IHSS consumer.

IHSS Providers are caring individuals who want to help IHSS consumers live high-quality lives in their own homes. IHSS Providers provide services such as the following:

    • Meal Preparation and Cleanup
    • Feeding
    • Bowel and Bladder Care
    • Bathing
    • Oral Hygiene
    • Grooming
    • Dressing
    • Laundry
    • Shopping for Food
    • Domestic Chores

To become an IHSS Provider, complete the following steps:

  1. Complete, sign and return the   IHSS Public Authority Registry Application (en Español) to be matched with an IHSS consumer.  Mail or drop off the completed and signed form to the IHSS Public Authority address listed above. Provide a copy of a California picture ID (e.g., driver’s license, ID) and social security card (or proof).

  2. Be fingerprinted and go through a criminal background check by the California Department of Justice.

  3. Attend a hiring interview.

  4. Attend a two-day IHSS Provider Orientation and training session given by Ventura County and an on-line Registration Enrollment Video Appointment (REVA); a link to the website will be provided.  At the end of the Provider Orientation, sign an IHSS Program Provider Enrollment Agreement (SOC 846)(en Español).

Once all steps and have been successfully completed the name will be placed on a registry that will be used to match IHSS Providers with IHSS consumers who want to hire a home care provider.

IHSS Providers' Pay & Benefits

Effective February 1, 2016 providers may be eligible to claim travel time, wait time, overtime, and penalties.  For more information view the IHSS Recipient/Consumer Education videos and NEW Forms & Documents below.  IHSS Public Authority providers needing more information may call (805) 654-3416.

The IHSS Public Authority administers a contract with the Service Employees International Union - Long Term Care Workers (SEIU-LTCW) Local 6434 regarding salaries and benefits for providers.  Hourly wages, wage increases, and benefits are established by the union contract. Effective July 1, 2016, all care providers are paid $12.50 per hour.

On June 24, 2015, Governor Brown approved the California State budget and restored the 7% reduction in IHSS hours effective July 2015.  Notices were mailed to Consumers on June 19, 2015 with information on the monthly authorized hours starting July 1, 2015.

NEW! Online Electronic Timesheet Service (ETS)

Beginning September 11, 2017 active In-Home Supportive Services clients (i.e., recipients) and providers have the option to enroll in the Electronic Timesheet Service (ETS).

This option allows a provider to submit their In-Home Support Services (IHSS)/Waiver Personal Care Services (WPCS) timesheet online using a tablet, smartphone, or computer instead of receiving and submitting paper timesheets. This service also allows a provider’s timesheet to be reviewed and approved by their IHSS client (i.e., recipient) using a tablet, smartphone, or computer.

• Complete and submit timesheets online
• No longer required to mail paper timesheets
• Check timesheet and payment status online
• Check timesheet history (last three months) online
• Request supplemental timesheets online
• Bonus - ETS validates timesheets before submission to avoid errors and potential violations.

In order to enroll and submit timesheets electronically, both the active IHSS/WPCS provider and the recipient must have the following: 

• Provider Number
• A valid email address
• Internet access
• Access to a Smartphone, Tablet, or Computer

Payroll Information

IHSS Providers must submit their timesheets by mail using the address provided on the timesheet or envelope.  It is very important to read and follow instructions so that you receive your payment on time for the hours of IHSS service worked.   If you have any questions, please call IHSS Payroll at (805) 477-5436.

Volunteer Opportunity
