Assessment Appeals Board Member Recruitment

The County of Ventura is accepting applications to fill four Board Member vacancies on Assessment Appeals Boards No. 1  and No. 2 (AAB). The AAB is a quasi-judicial body which hears assessment appeals at a public hearing where evidence is submitted by both parties, the applicant or their authorized representative, and the Assessor’s Office. Evidence supports the applicant’s challenge of a property’s valuation or other determinations made by the Assessor’s Office. The AAB hearing process provides ‘equalization’, or fairness of the assessment of a property’s value of the property in question. Individuals with commercial property experience are highly desired. Board members currently serve an average of 8 times per year, but this can decrease or increase depending on the volume of assessment appeals filed with the Clerk of the Board. Board Members should expect to spend between 2 to 8 hours hearing appeals. The AAB carefully weighs all evidence presented, and while applying California property tax law and guidelines from the California State Board of Equalization, decides to either uphold the Assessor’s determination or issue a revised assessment.

Eligibility

Individuals interested in applying must meet the following requirements:

A minimum of five years’ professional experience within the state of California is required in one of the following professions:

      • Certified Public Accountant or Public Accountant

      • Licensed Real Estate Broker

      • Attorney

      • Property Appraiser Accredited by a Nationally Recognized Professional Organization

      • Property Appraiser Certified by the Office of Real Estate Appraisers

      • Property Appraiser Certified by the California State Board of Equalization

 

Former employees of any Assessor’s Office are not eligible for appointment until the end of a three-year period from the date of leaving employment.

Individuals selected as Board Member nominees will be recommended to the Board of Supervisors for appointment. The Clerk of the Board will provide information regarding the requirement to complete training and successfully pass a written examination administered by the California State Board of Equalization.

Compensation

Board Members receive a taxable stipend for their attendance as follows:

      • $100 for attending a Board Meeting up to 4 hours in duration.

      • $200 for attending a Board Meeting 4 hours or longer in duration.

      • Mileage reimbursement for Travel from the Board Member’s residence to the Ventura County Government Center in the City of Ventura where the hearings are held. The current IRS standard mileage rate for 2021 is $0.56 per mile.
