Description:
The proposed project is to legalize the existing 50.42 acre parcel through the Conditional Certificate of Compliance (CCC)-Parcel Map (PM) process. The parcel has no structures and is owned by Seneca Oil. Per the Ventura County Subdivision Ordinance Section 8204-2.6(b) “Buildable Site,” lots created for such purposes as landfills, mining operations, or other similar, long term uses which do not normally require a permanent, on site, primary structure and which lots are or will be subject to a discretionary permit issued by the county regulating their proposed use. Oil production meets these requirements and therefore a buildable site is not required to be provided for the legalization of this parcel.
This project meets the requirements of the State Subdivision Map Act Section 66499.35 and the Ventura County Subdivision Ordinance Section 8212-4 for Conditional Certificates of Compliance.

Hanson Aggregates West, Inc.
Notice of Completion of a Final EIR
Description:
Hanson Aggregates West, Inc. (Hanson), formally S.P. Milling Company, proposes to relocate its former concrete and asphalt recycling operations and sand and rock sales facility from East Vineyard Avenue (the El Rio site) to Beedy Street, a distance of approximately 0.8 miles. Access is provided from Vineyard Avenue (State Route 232) onto Beedy Street, a private road. The relocated recycling facility would receive, recycle and sell up to 365,000 tons per year (303 operating days) of recyclable concrete and asphalt which arrive in a wide range of trucks, including pickups, flatbeds, bobtails, 10-wheelers and 18-wheelers. Only cured and hardened concrete and asphalt would be processed at the project site. All of the materials, with the exception of water, would be brought to the site and would leave the site by truck. The project also includes import and export of up to 80,000 tons per year of rock and sand.
The Project would continue to employ a total of 8 people as equipment operators, office personnel, and equipment maintenance personnel. The Applicant proposes to operate 303 days/year, Monday through Saturday. (Monday through Friday, 6:00 AM to 7:00 PM; Saturday, 6:00 AM to 12:00 PM; Sundays and Holidays, closed.) Employees normally arrive after 5:30 AM and depart shortly after 7:00 PM, unless they remain onsite for maintenance and repair, which is an unusual occurrence. Normally, morning maintenance begins no earlier than 5:30 AM, with plant operations commencing at 6:30 AM. Repair activities would occur as needed and may, on occasion, include evening and nighttime hours.

Description:
The proposed project would involve the construction of 66 residential units on a 7.99 acre parcel. The project is designed to provide multi-family affordable farm worker rental housing. The project would serve farm worker families at or below 50 percent of the median household income for a family of four in Ventura County. All 10 of the farm worker labor camp buildings, a parking lot, and a portion of the landscape trees that currently exist on site would be demolished to accommodate the project. The proposed project would involve construction of 13 residential buildings consisting of a mix of duplexes, triplexes and fourplexes that would be two and three stories in height and range in size from 4,784 square feet to 16,004 square feet. The unit mix would include 17 two-bedroom, 40 three-bedroom, and 9 four-bedroom units. Each of the new units would provide modern kitchens, energy efficient appliances, and outdoor amenities.
Location:
The project site is located within the unincorporated area of Ventura County, at 4268 Center Street, approximately 500 feet from Highway 126 and approximately ½ mile from the intersection of Main Street and Center Street, in the community of Piru. The project is bordered to the north and east by Center Street, to the south by agricultural land, and to the west by Piru Creek. More specifically, the property is located within the United States Geological Survey (USGS) Piru Quadrangle, Township 4 North, Range 18 West, and within portions of Sections 20.

Amendments to the Parking and Loading Requirements

Description:
The proposed amendment includes comprehensive changes to the existing parking and loading requirements. These changes bring the Zoning Ordinance up to date and generally promote mobility, flexibility, environmental sensitivity, and a more human-scaled urban form. The purpose of the proposed amendment is threefold. First, it addresses a number of key policy objectives for Ventura County. Second, the proposed amendment provides a greater level of clarity and specificity to the parking and loading requirements section, as well as the methodology for calculating these requirements. Finally, the proposed amendment updates the parking and loading requirements to be consistent with current standards of practice related to parking design and use.

Four legal lots comprise the 8.37 acre assessor’s parcel (APN 063-050-360) owned by RDKJV Campus, LLC and used by the Brooks Institute of Photography today. Tentative Parcel Map No. 5740 (SD07-0013) proposes to reconfigure the existing legal lot lines within the existing 8.37 acre assessor’s parcel based on the location of existing and proposed buildings, which would result in four new reconfigured lots. The proposed parcel map would also subdivide the single 21.95 acre legal lot to the north (APN 063-0-040-160) into two legal lots. The reconfiguration and subdivision would result in a net increase of one lot, for a total of six. This subdivision requires approval by the Planning Director. This subdivision is one component of a four-component project involving this six-lot subdivision, a major modification of an existing Conditional Use Permit (CUP), a zone change, and a zone text amendment. The applicant’s request for a major modification of the CUP will be considered by the Planning Commission (PC) and the applicant’s requests for the zone change and zone text amendment will be considered by the Board of Supervisors. Both the PC and Board of Supervisors hearings have yet to be scheduled and noticed.

The proposed cover includes a metal pitched roof supported by metal columns. It will be open sided and fixed to the ground by 20 piers, 30 inches in diameter. Sixteen of these piers will be dug 12 feet deep and four piers will be dug 11 feet deep. No major grading is expected. The structure may only be used for horses occupying the existing corral and horse facilities on the subject property.

A significant portion of the site has been utilized for enclosed and outside production of bedding plants under the current operation. Existing access to the project site from Los Angeles Avenue is provided via an approximately 27-foot wide driveway and a 30-foot wide driveway; a new 30-foot wide access driveway/entrance from Los Angeles Avenue is proposed. Description:
The project consists of a Tentative Parcel Map PM-5788 (SD07-0064) to legalize and subdivide three illegally created parcels and one remainder parcel into three legal lots, ranging in size between .94 to 2.41 acres; and one remaining parcel of 15.08 acres, which will be maintained by the Union Pacific Railroad (UPRR). The project also involves a Planning Director approved Planned Development application (LU07-0142) for a self storage facility (w/ offices, a caretaker residence, and covered RV Storage) and a Planning Director approved Conditional Use Permit application (LU08-0013) for the continued use of the Ag Rx agriculture chemical distribution facility. All existing buildings and structures will be either razed or relocated, except the existing historic building known as the Walnut dehydrating building of 2,807 sf. 15 new buildings totaling 138,563 s.f. ranging in height from 12 to 28.5 feet will be constructed. Waterworks Dist. #19 will provide water and an individual sewage disposal system is proposed.
