Description:
Conditional Use Permit to authorize the conduct of temporary outdoor events in accordance with Sections 8102-0 and 8105-4 of the Ventura County Non-coastal Zoning Ordinance (2010; NCZO) The requested permit would authorize seven (7) equestrian events to occur over a maximum of fourteen days per year. These events would include:
- Five extreme cowboy races: Each of these events would be held over a two-day weekend period during daylight hours. A maximum of 60 horse riders would participate in these competition events. Spectators would be limited to family and friends. No amplified sound or night lighting would used as part of these equestrian events.
- Two riding clinics: Each of these events would be held over a two-day weekend period during daylight hours. A maximum of 15 horse riders would participate in these clinics. No amplified sound or night lighting would used as part of these equestrian events.

Description:
The UWCD proposes to upgrade the recreational facilities at Lake Piru, including, among other things, providing full hook up (water, electrical and sanitation) RV camp sites, construction of a camp store, expansion of the existing restaurant, and enhancement of unimproved day use facilities. The existing recreational facility operates under Ventura County Conditional Use Permit (CUP) No. 2949, which was approved in 1968, modified in 1970, and renewed in 1980. The permit expires on February 28, 2010. Since the proposed project would add major elements not included under the existing CUP, and would greatly extend the permit site life, the Planning Director has determined that a “Major Modification” to the existing CUP is required.
Location:
Lake Piru is approximately six miles north of the community of Piru. Access to the lake is available from State Highway (SR) 126 that connects to Piru Canyon Road.

Housing Element Update
Notice of Preparation of a Draft EIR
Description:
In July 2008, the Ventura County Board of Supervisors adopted the 2008 Housing Element. Pursuant to state housing law it was submitted to the State Department of Housing and Community Development (HCD) for a required review for consistency with state law. HCD determined that the County’s Housing Element was not in compliance with the provisions of state law concerning adequate inventory of land to provide affordable housing for lower income households. Therefore, the County is required to amend the Housing Element and re-zone select properties to allow the development of multi-family residential dwellings at a minimum density of 20 dwelling units/acre “by right.” This means that a proposed project under this zoning would be allowed without a discretionary permit and would not be subject to further review under the California Environmental Quality Act (CEQA).
In addition to the re-zoning program, several other amendments to the Non-Coastal and Coastal Zoning Ordinances and Subdivision Ordinance that were identified as programs in the 2008 Housing Element are being processed concurrently with the Housing Element revisions for rezoning.
In August 2009, the Board of Supervisors reviewed the draft amendments to the Housing Element and authorized the Planning Division to prepare a Supplement to the 2005 Subsequent Environmental Impact Report for the Focused General Plan Update (2005 EIR and 2007 Addendum) for the proposed re-zoning program and other proposed amendments to the Non-Coastal and Coastal Zoning Ordinances and Subdivision Ordinance. While the major portion of the environmental analysis will focus on eight sites identified for potential rezoning, additional analysis pertaining to other ordinance amendments will be necessary. It is anticipated that these discussions will be at the programmatic level.

Simi Valley Landfill and Recycling Center

Description:
The project consists of an application for a Major Modification (No. 8) to Conditional Use Permit (CUP) Case No. 3142, in order to allow: additional recycling facilities; consolidation of local refuse and recycling collection operations; a lateral and vertical expansion of existing landfill operations; and, an extension of the disposal capacity and life of the landfill. The project also includes the consolidation of the applicants’ existing facilities by relocating the applicants’ waste hauling yard (which is currently located at 195 W. Los Angeles Avenue, in the City of Simi Valley) to the project site.
Location:
The project site is located within the unincorporated area of Ventura County, north of the City of Simi Valley, at 2801 Madera Road. The project site entrance is located approximately 1,500 feet west of Madera Road, and adjacent to State Route 118.
