Permit ApplicationsMinisterial PermitsA ministerial permit is a permit or permit modification that is granted based upon determinations that the request complies with established standards set forth in either the Coastal or Non-Coastal Zoning Ordinances. The determinations are arrived at objectively, involve little or no personal judgment, and are issued by the Planning Director or his designee. This type of permit is commonly referred to as an “over the counter” approval. Presubmittal ReviewThe purpose of the Pre-Submittal Analysis is to provide you with information regarding County policies, regulations and constraints that may have a major effect upon a contemplated project. A Pre-Submittal Analysis is also recommended when the Ventura County Ordinance Code Zoning Matrix cannot readily categorize a proposed project or when the contemplated project is “extraordinary” in its scope, type or potential impacts on the environment. A Pre-Submittal Analysis is required prior to filing an application for a Tract Map and recommended for Parcel Map applications. Discretionary PermitsA discretionary permit is a permit or permit modification granted following determinations that require the exercise of judgment and deliberation, as opposed to merely determining that the permit request complies with a set of standards. Most discretionary permit applications require an analysis by the Planning Division and various County Departments and Agencies plus a public hearing prior to any decision being made. A decision to approve or deny a permit application is based on the findings of fact contained in either the Ventura County Coastal or Non-Coastal Zoning Ordinances. Findings for subdivision requests are found within the County’s Subdivision Ordinance and are pursuant to the State Subdivision Map Act.SubdivisionsA subdivision or lot split is the legal division of any lot into two or more lots, for the purpose of sale, lease or financing, now or in the future. Almost all lot splits/land divisions require governmental review and approval. Exemptions are listed in Section 8201-4 of the County Subdivision Ordinance. Land divisions are regulated both by State law and by the Ventura County Subdivision Ordinance.Permit Processing FeesPermit processing fees are approved annually by the Board of Supervisors and can be reviewed here.
