County of Ventura Film Permit Requirements and Process

The County of Ventura requires all commercial film production companies to file a County Film Permit Application for all filming activities within the unincorporated areas of Ventura County. Filming activities include: feature films, TV series, TV movies, TV commercials, music videos, photo stills, and student films.

The Film Permit Application is processed by the Planning Department and is distributed to the other County departments that regulate filming activities. The Planning Division will serve as the “gate keeper" but the film permit will be issued only after:

• All County fees have been paid,
• A completed film permit application has been submitted to the Film Permit Coordinator,
• All clearances have been received from the applicable regulatory departments,
• Owner's permission for the film site has been given, and
• All insurance requirements have been met.
  

An applicant must contact the various County departments to determine what their requirements might be.

Filming for personal use such as family events, weddings, graduations, parties, and other holiday activities are exempt from filing a Film Permit Application.

All filming activities conducted within any of the ten County incorporated cities, or on State and Federal lands are subject to their respective requirements.
