Hazardous Materials Program

The Ventura County Certified Unified Program Agency - CUPA / Hazardous Materials Program provides regulatory oversight for the following six statewide environmental programs:
Hazardous Waste
Hazardous Materials Business Plan
California Accidental Release Prevention Program
Underground Hazardous Materials Storage Tanks
Aboveground Petroleum Storage Tanks / Spill Prevention Control & Countermeasure Plans
Onsite Hazardous Waste Treatment / Tiered Permit

For the above programs, the CUPA implements State and Federal laws and regulations, county ordinance code, and local policies.  Compliance is achieved through routine and follow-up inspections, educational guidance, and enforcement actions.  The CUPA also is involved with hazardous materials emergency response, investigation of illegal disposal of hazardous waste and public complaints.

The CUPA has two Participating Agencies (PAs) that implement some of the above programs within their City’s jurisdiction:
In Ventura the Ventura City Fire Department implements the HMBP, Cal ARP, UST, and APSA/SPCC programs.
In Santa Paula the Santa Paula City Fire Department implements the HMBP, Cal ARP, and APSA / SPCC programs
In Oxnard the Oxnard City Fire Department  - Oxnard CUPA - implements all six CUPA programs.
